Abstract | This chapter examines the role of art in helping sustain resilient regional centres. in 2007 drought threatened the iconic Spring festival, the Carnival of Flowers, the premier event in Toowoomba's calendar. Arts Council Toowoomba worked with local government to use community generated public art to replace the flower beds left unplanted due to drought. This application of public art in response to crisis built community capacity and was well received by visitors and locals. Over time the use of public art became more commonplace in Toowoomba and the city is now known for its vibrant arts scene and street art. |
