Abstract | An ongoing challenge for legal regimes is to ensure that the law is accessible to individuals and small businesses who often do not have the depth of resources and/or expertise to uphold their legal rights. In the area of competition law and policy, the law is intended to 'level the playing field' to provide all businesses with an equal opportunity to compete.
