Abstract

This paper is in six sections. The first outlines risks inherent in access to the payments system, while the second section discusses the four clearing streams within the payments system and the current state of access. The third section focuses on payments system reforms which have taken place to date, including access of non-bank DTIs and the adoption of real time gross settlement (RTGS). The fourth section outlines a system developed by smaller financial institutions to implement RTGS and overcome the high entry costs of participation, while the fifth section discusses further proposed reforms of the payments system, including access for non-DTIs. The final section concludes.
