Abstract | This article examines the system of international and regional governance in the Antarctic region, where most of Japan's scientific whaling is conducted. It considers whether there is an obligation on States participating in various conventions adopted under the Antarctic Treaty System to take ownership of the issue, notwithstanding the competence of the International Whaling Commission under the International Convention for the Regulation of Whaling. |
