Abstract

This invited review looks at OA developments in the US and EU from three perspectives: OA policies, 'gold' OA, and 'green OA'. The OA mandates have become a global trend, but the practical transformation of academic publishing remains uncertain. Some crucial questions remain unanswered such as how to achieve sustainability of openness and how to balance the interests among publishers, libraries, academic communities, and the public.
