Biography
Dev is working as a Full Time Faculty Member at the School of Surveying and Built Environment, University of Southern Queensland (UniSQ) since 2010. Dev is teaching Mine Surveying, Spatial Science for Engineers and core surveying/spatial science subjects. He is also working as a Visiting Professor at the Nepal Open University (NOU) and Institute of Engineering (WRC), Tribhuvan University. Dev has helped NOU to develop the new curriculum for Master’s Degree in Geoinformatics Program in 2019 and is a member of Subject Committee. Dev was also involved to finalise the course curriculum for Masters Degree (MSc) in Geospatial Engineering at the Institute of Engineering, Tribhuvan University, Pokhara, Nepal. Dev served as a convenor of Bachelor’s Degree and Post Graduate Degree program at the School of Surveying and Built Environment in 2022-2023.
Dev worked as a Research Scholar at the Graduate School of Design, Harvard University (2015-2016) and Visiting Professor at the School of Computing and Information Science, University of Maine (2016). Dev completed a PhD from University of Southern Queensland, Australia and M. Sc. (specialisation in land administration) from ITC, the Netherlands. He served as the President of the International Geospatial Society (2013-2015), and Co-Chair of International Society for Photogrammetry and Remote Sensing (ISPRS)-WGIV/4: (Geospatial Data Infrastructure- 2012-2016) and Co-Chair of ISPRS-WGIV/6 (SDI: Internet of Things and Spatial Decision Support – 2016-2022). He had also served as a Board of Director of Global Spatial Data Infrastructure (GSDI) Association and a delegate of GSDI Association Council. In addition to this, Dev is a member of International Society for Photogrammetry and Remote Sensing (ISPRS), a member of International Global Navigation Satellite Systems (GNSS), a member of Mixed Methods International Research Association (MMIRA), a life member of Nepal Photogrammetry and Remote Sensing Society. Dev is Associate Editor of ISPRS International Journal of Geo-Information (IJGI).
Dev has more than 25 years of professional and research experience which includes 10 years of full-time industry experience in the Survey Department (National Mapping Agency) of Nepal and 15 years of teaching and research experience in Australia, India and Nepal. He has supervised 25 successful postgraduate and honours students and currently supervising 7 PhD students and four (4) honours students. Dev has also been consulted on SDI, application of geospatial information in disaster risk management, land administration, and spatial data management by Ministry of Land Reform and Management, Kathmandu University, Tribhuwan University, Institute of Engineering and the World Bank. Dev’s research areas include Spatial Data Infrastructure, Use of Spatial Science and Technology in Catchment Modelling, Hydrology, Urban Planning and Natural Resource Management, Pro-poor Land Management, Indigenous Land Management, Informal Settlements Regularisation/Upgrading, Land Administration, Land Use, Digital Twins, Risk and Resilience, Citizen Science and Open/Distance Education. He is one of the experts of mixed method research.
