Abstract | This research investigates the application of a change-based approach to outcomes based performance management (OBPM) in two Australian Universities. The extent to which this approach is adopted and applied by the two Universities selected for the research is examined. A mixed-method research approach was used, incorporating document analysis, as part of Stage 1, and case study interviews, as part of Stage 2, to assess the effectiveness of implementation of OBPM in these Universities. This paper reports on the results of the document analysis from key documents from two Australian State Universities. Concerns are raised about the degree to which OBPM is adequate, in its current state of implementation, for enabling these Universities to know whether or not it is contributing to the long term outcomes they desire |
