| Abstract | Who would have expected that Queensland would be the third jurisdiction in Australia to introduce human rights legislation? The Queensland Parliament’s adoption of the Human Rights Act 2019 on 27 February 2019 came as a surprise, and yet there have been other attempts in Queensland over the past 60 years to present legislative rights to the Parliament and people. This paper explains some precursors to the Human Rights Act, starting with Frank Nicklin’s bill in 1959 and noting features of administrative and parliamentary reports published by EARC in 1993, LCARC in 1998 and LACSC in 2016 and 2018. |
