Rural Productivity and Innovation Literature Review

This report takes a systematic approach to examining the influences and history of the Australian innovation ecosystem, roles and actors involved, and emerging approaches to supporting the development of regional innovation ecosystems.

This report aims to:
identify the location and make-up of innovative regional businesses and competitive regional business clusters;
review the roles that public and private investment play in regional innovation systems;
Understand what catalyses an effective regional innovation system, and the role of large (anchor) firms in this;
identify the levers that governments have to influence regional productivity and innovation, and the role and mix of incentives; and
develop and trial locally implementable approaches to fostering innovation in regional small businesses.

The objectives of the report are to:
develop our understanding of triggers and drivers of regional innovation clusters, and how these can be applied to the regional Australian context; and
provide an evidence base for the development and trial of approaches that will foster innovation in regional small businesses.

The scope of the report includes:
the role of public and private investment in regional innovation systems;
causes and accelerators of effective regional innovation systems;
the role of anchor firms in regional innovation systems;
the role of policy levers and government incentives in regional innovation; and
approaches to fostering innovation in regional businesses.
