Abstract

The rapid expansion of higher education in Australia over the last two decades has been accompanied by an increased emphasis on ensuring quality standards and regulation. However, despite their significant role in widening participation in higher education, enabling programs are not included in the Australian Qualifications Framework (AQF) and there is no nationally recognized common standard for these non-award programs. This has led to perceptions that the enabling education sector is overly diverse and fragmented. However, the sector has seen significant development as it has expanded to meet student demand and there is evidence to suggest it is emerging as a coherent and distinct sub-discipline in higher education in Australia.
