Abstract

Education policy frameworks to date have mandated the use of the co-official languages, Tetum and Portuguese, as languages of instruction in East Timorese schools. However, low literacy and educational outcomes have prompted the Ministry of Education to form a working group to explore the use of mother tongues as languages of instruction alongside the official languages. The working group advocates the staged introduction of mother tongue-based multilingual education (MTB-MLE) in basic education. It has recently launched a draft policy document outlining the proposed changes, with recommendations for their implementation. This presentation outlines the essential elements of the proposed changes and provides some reasons why MTB-MLE can help achieve universal basic education and literacy for all East Timorese.
