Abstract | Complex social issues are increasingly addressed using collaboration between third-sector organisations and state actors. This paper explores the capacity to collaborate evident within two such networks in the initial stages of an action research project aimed at fostering collaboration around positive ageing initiatives. Findings are presented using a conceptual framework for measuring capacity to collaborate. This framework includes three dimensions – forms of capital, key processes employed for working together, and characteristics of the context – that can facilitate or inhibit collaboration. Applying the framework to an empirical situation provides an assessment of the latent capacity to collaborate in two networks. |
