Abstract | The chapter starts with some definitions of risk and the three qualifications to considering drought as a natural hazard are further elaborated. The reasons governments become involved in risk management through the provision of research, extension, and policy are critically considered. Then approaches to estimating and communicating risks are discussed. In general, while there has been a move away from technocratic dominance to greater involvement of lay people, I note some arguments for the pendulum to swing away from excessive participation in risk management in certain circumstances. Complicating this, though, is the rise of rationalist approaches, in which the economic costs and benefits of risk management are considered before any action is taken. This is evident in attempts to shift the risks of drought from government to nongovernment sectors, as is dis cussed in several chapters of this book. |
