Abstract | This provides a survey of the writings of former UN diplomat Ramesh Thakur, who has been a key thinker in international development and who has made a major contribution to the 'Responsibility to Protect' doctrine. This construct focuses mitigation of international threats and on action that can occur prior to a crisis, and on persuasive and capacity building measures, including military intervention and coercion. These take place only if specific criteria are met and other options are exhausted. Thakur's writing shows the evolution of his ideas in response to a series of international relations crises. |
