Abstract | A common topic for discussion amongst those engaged in evaluation including commissioners, donors, providers, evaluators, and participants is—'what is evaluation?’ However, an answer to this question often requires more than just a definition, rather, an appropriate response should consider what evaluation does, how evaluation works, and most importantly, why we need evaluation. |
