Abstract | This paper uses the distinction between teleological and ateleological design processes to analyse projects intended to improve the use of ICTs within an institution delivering both on-campus and distance education. The paper demonstrates how the continuing acceptance of teleological development and of its associated naive understandings of organisations and information systems are placing a brake on the on-going adoption of and innovation with ICTs in open and distance learning. |
